Strongest Links - Directory list -
a very useful listing of directories, sorted by PR. It also show Alexa rank, whether there is a fee and with important information as to whether the directories pass PR.
Yahoo! Directory Submit -
definitely a major directory. Inclusion in this directory will give a significant boost to the ranking of your site. However it is very costly, with no guaranteed inclusion into directory. Also costly recurring annual fees.

Largest and most sought after human-reviewed directory. Used by Google.

Librarians' Internet Index
Not a very large site but a very good one. Maintained by a team of librarians. It is a publicly funded website, with the main support coming from U.S. Institute of Museum and Library Services. It has specific and general selection criteria that you should read before submitting to them. You can find the link to that under their "Contact" link.

A good directory. Site submissions reviewed by human editiors. One-time fee of USD39.99 for each submission.
Free submission if you are an editor. However you can only be editor of one category, till you earn more points (by editing/submitting sites).
